【摘要】:Thisisoneofaseriesofguidesdesignedtoprovideguidanceforimplementingactivitiesthatmeettherequirementsofasoundlaboratoryqualityassuranceprogram.Thefirstofthese,GuideC1009,isanumbrellaguidethatprovidesgeneralcriteriaforensuringthequalityofanalyticallaboratorydata.Otherguidesprovideexpandedcriteriainvariousareasaffectingquality,producingacomprehensivesetofcriteriaforcontrollingdataquality.TheapproachtoensuringthequalityofanalyticalmeasurementsdescribedintheseguidesisdepictedinFig.1.ThetrainingandqualificationofanalystsisoneoftheelementsoflaboratoryqualityassurancepresentedinGuideC1009,whichprovidessomegeneralcriteriaregardingqualification.Thisguideexpandsonthosecriteriatoprovidemorecomprehensiveguidanceforqualifyinganalysts.AsindicatedinGuideC1009,thequalificationprocesscanvaryinapproach;thisguideprovidesonesuchapproach.Thisguidedescribesanapproachtoanalystqualificationthatisdesignedtobeusedinconjunctionwitharigorousprogramforthequalificationandcontroloftheanalyticalmeasurementsystem.Thisrequiresanexistingdatabasewhichdefinesthecharacteristics(precisionandbias)ofthesysteminroutineuse.TheinitialdevelopmentofthisdatabaseisdescribedinGuideC1068.Theprocessdescribedhereisintendedonlytoqualifyanalystswhensuchadatabaseexistsandthemethodisincontrol.Thequalificationactivitiesdescribedinthisguideassumethattheanalystisalreadyproficientingenerallaboratoryoperations.Thetrainingorotheractivitiesthatdevelopedthisproficiencyarenotcoveredinthisguide.Thisguidedescribesabasicapproachandprinciplesforthequalificationoflaboratoryanalysts.Usersarecautionedtoensurethatthequalificationprogramimplementedmeetstheneedsandrequirementsoftheirlaboratory.1.1Thisguidecoversthequalificationofanalyststoperformchemicalanalysisorphysicalmeasurementsofnuclearfuelcyclematerials.Theguidanceisgeneralinthatitisapplicabletoallanalyticalmethods,butmustbeappliedmethodbymethod.Also,theguidanceisgeneralinthatitmaybeappliedtoinitialqualificationorrequalification.
